The best way to ensure a high CTR is to have content which will attract visitors, since your AdSense banners will typically be centered on the same subject as your website.

The number of banners on your site and their positioning is also important. Having more links means more income; but don't overdo it - no one wants to visit a distracting website laden with ad banners.
